Does the dashboard need my data to be uploaded anywhere?
No. The dashboard is built from files on your own computer.
Can I upgrade to Pro later?
Yes. Pro includes everything in Operator and adds the website builder. Your receipt includes an upgrade code that credits what you paid, so you only pay the difference.
